America must not "dictate" to world, new defense chief says

WASHINGTON (Reuters) - Decorated Vietnam veteran Chuck Hagel was sworn in as U.S. defense secretary on Wednesday after a bruising Senate confirmation battle, promising to renew old U.S. alliances and forge new ones without attempting to "dictate" to the world.

Addressing Pentagon employees shortly after a small, closed-door swearing-in ceremony, Hagel spoke optimistically, if vaguely, about global challenges ahead and the importance of American leadership abroad.

"We can't dictate to the world. But we must engage the world. We must lead with our allies," Hagel said in what appeared to be unscripted remarks.

"No nation, as great as America is, can do any of this alone."

He also plainly acknowledged the prospect of looming automatic budget cuts, known as the sequester, saying flatly: "That's a reality. We need to figure this out."

"We need to deal with this reality," he added, as hopes dim in Washington that Congress might act in time to forestall $46 billion in Pentagon cuts due to kick in on March 1.

In a separate, written message to Pentagon employees, many of whom are set to be put on unpaid leave this year, Hagel noted his concerns on the impact of the cuts on personnel and military readiness.

Hagel, a former two-term Republican U.S. senator from Nebraska, broke from his party during the administration of George W. Bush to become a fierce critic of the Iraq war.

Many Republicans opposed to Hagel's nomination scorned him over Iraq and raised questions about whether he was sufficiently supportive of Israel, tough enough on Iran or truly committed to maintaining a robust nuclear deterrent.

The 58-41 Senate vote to confirm him late on Tuesday was the closest vote ever to approve a defense secretary, with only four Republicans supporting him.

AMERICA MUST USE POWER "WISELY"

Hagel did not acknowledge any Republican criticisms or reveal any personal concerns about working with Congress during his remarks on Wednesday. But he did articulate his views about the need for caution when America flexes its muscle abroad.

"We have great power and how we apply our power is particularly important," Hagel said.

"That engagement in the world should be done wisely. And the resources that we employ on behalf of our country and our allies should always be applied wisely."

Hagel's views of war and the limits of American military power were shaped in part by his experiences in Vietnam, where he fought as an infantryman alongside his brother and was awarded two Purple Hearts, the medal given to troops wounded in battle.

Hagel still carries the shrapnel from one of his injuries and he is the first Vietnam veteran to lead the Pentagon.

Introducing Hagel in the Pentagon auditorium, an Army infantryman with two tours in Afghanistan said Hagel "knows the very real cost of war" and was guided by principals to use force only when necessary.

Among his first tasks, Hagel will start weighing in on crucial decisions about the Afghan war, notably the size and scope of the American force that President Barack Obama will leave behind in the country once NATO declares its combat mission over at the end of 2014.

Leaving fewer troops than U.S. commanders recommend could create tension with the military, and become a lightening-rod issue with Republicans.

Hagel's predecessor, former defense secretary Leon Panetta, discussed with NATO allies in Brussels last week keeping a NATO force of between 8,000 and 12,000 troops. A senior NATO official said last month that the United States expects other NATO allies to contribute between a third and half the number of troops Washington provides.

In his written message, Hagel thanked troops and their families for their sacrifices -- there are more than 66,000 American troops in Afghanistan now -- but also looked past the Afghan war.

"As we turn the page on more than a decade of grinding conflict, we must broaden our attention to future threats and challenges," Hagel said.

"That means continuing to increase our focus on the Asia-Pacific region, reinvigorating historic alliances like NATO, and making new investments in critical capabilities like cyber."

Kenyan city fears violence re-run ahead of tight vote

KISUMU, Kenya (Reuters) - Some businesses in Kisumu, Kenya's third-largest city, have reduced stock or closed ahead of Monday's presidential elections for fear of a repeat of the tribal violence that killed more than 1,200 people at the last such vote five years ago.

On the outskirts of the Lake Victoria port city, abandoned ruins still bear witness to the weeks of looting and torching that brought East Africa's biggest economy to a standstill.

"Last time most of what was targeted was alcohol, foodstuffs and non-breakables," said Saga Shah, who works for a firm that runs a supermarket on the city's main street that rioters turned into an inferno after the close race of 2007.

"So a lot of people are reducing these items and stocking basics that are required on a day-to-day basis," he said.

The ethnic tensions that led to violence in 2007 still linger. And, as in the past, tribal loyalties will trump policies for many of Kenya's 14 million eligible voters.

In a worrying sign, leaflets have been scattered in Kisumu calling for the eviction of Kikuyu and Kalenjin tribes, which have formed an alliance against Prime Minister Raila Odinga, of the Luo tribe, who is seeking the presidency.

Odinga is running in a neck-and-neck battle with Deputy Prime Minister Uhuru Kenyatta, a Kikuyu who backed President Mwai Kibaki in 2007. The two are well ahead of the other six hopefuls, according to opinion polls.

Kenya cannot afford a re-run of the violence as it struggles to lift the nation out of poverty, which will depend on enticing tourists and drawing in investment needed to improve creaking infrastructure and develop a nascent oil and gas industry.

After the last election crisis, Kenya's growth tumbled to 1.7 percent in 2008 from 7.1 percent in 2007.

WORD OF CAUTION

This time round, none of the main candidates offers a vision that would change the course of Kenya's broadly open economy, which analyst say means that growth now running at almost 5 percent is not threatened by the result itself.

"Kenya's growth prospects look very good and are unlikely to be affected by the election outcome one way or other," said Mwangi Kimenyi, senior fellow of global economy at The Brookings Institution in Washington.

"The critical issue is whether the elections are free, fair and peaceful," he added.

Investors have so far brushed off worries about violence, encouraged perhaps by candidates' pledges to respect the outcome. The main share index has climbed 8 percent so far this year, and the Kenyan shilling has held broadly steady to the dollar - with occasional help from the central bank.

But some are nervous. Tom Gichuhi, chief executive of the Association of Kenya Insurers, said demand for political risk cover by businesses had risen in the last six months.

"This has picked up purely because of the fears that members of the public have over the risk they face," Gichuhi said.

In Kisumu, which was virtually shut down by the violence, the burnt-out stone and concrete shells of once-thriving businesses are a constant reminder of those risks.

Abbysinia Iron and Steel, a plant that makes reinforcement rods for construction, closed up in late December. The owners told workers the factory would re-open after the vote, residents and employees said.

LOSING A LIVELIHOOD

"They were fearing the type of chaos that erupted after the 2007 election so that was the main reason they shut down," said George Onyango, a father of two working at the plant's furnace.

With a 2,000-strong workforce, the factory was one of the biggest employers in the area. Its temporary closure has had a ripple effect on the local economy, down to the 60 or so women who sell food at its gates.

Lucy Awino, a 23-year-old mother of one who sold chapatis, beans, fish and juice, lost her only source of income.

"My stock would sell out. I would get a decent profit," she said of business before the closure. "After the workers were told about the plant's closure, demand for our food went down."

Kenyan security forces have said they are prepared this time. Joseph ole Tito, head of police in the Kisumu region, has doubled his force to 6,000 for the vote and said he would have a helicopter on standby to look out for trouble spots.

That has not reassured some residents after skirmishes accompanied voting in January for party primaries to choose candidates for governor, senator and other posts to be elected alongside Monday's presidential vote. Youths armed with stones barricaded roads and looted shops.

However, some executives are more upbeat. They say a new constitution passed in 2010 could encourage Kenyans to turn to the judiciary, not the street, to resolve disputed results.

"Under the new constitution, the judicial arm is stronger and people should go to court if they are aggrieved," said Vimal Shah, vice chairman of the Kenya Private Sector Alliance, a national business lobby.

A reluctance to use courts perceived as inefficient and corrupt was blamed for exacerbating the 2007 crisis, analysts say. This time, Chief Justice Willy Mutunga, appointed in 2011, has been praised for reforms that included firing corrupt judges and setting up special teams of judges to handle vote disputes.

Hyundai agrees to settle fuel economy cases; Kia weighs options

DETROIT (Reuters) - Hyundai Motor Co has agreed in principle to settle several lawsuits from U.S. consumers who said they were duped by the automaker's misleading fuel economy claims, according to a filing made in federal court on Tuesday.

Hyundai's affiliate Kia Motors Corp , also being sued for overstating the fuel economy of some models, is evaluating whether to join the settlement, according to the filing.

Both companies are facing lawsuits after announcing in early November that they overstated the fuel economy performance on more than 1 million recently sold vehicles by at least one mile per gallon.

A settlement amount was not disclosed. Hyundai offered a lump sum payment option as part of its settlement proposal.

Lawyers for Hyundai and the plaintiff drivers said they plan to file more details on the settlement with the court. A hearing to discuss the accord and how to implement it is scheduled for Thursday morning.

The companies' admission came after a probe by the U.S. Environmental Protection Agency, which found errors in the mileage ratings of 13 Hyundai and Kia models from 2011 to 2013 model years.

Both companies agreed to compensate owners for the added fuel costs. Under the plan, customers will receive a debit card that will reimburse them for the difference in fuel economy, plus an extra 15 percent to acknowledge the inconvenience.

The news was a blow to Hyundai and Kia, both of which bragged about their vehicles' superior fuel economy in advertisements. Hyundai's "4 x 40" strategy centered on offering four models that got 40 mpg, including the Elantra small car.

Hyundai said in Tuesday's court filing that it would offer a lump sum option to drivers in lieu of its reimbursement plan.

Current drivers who bought one of the four Hyundai models that claimed to get 40 mpg will get a higher lump sum payment compensation, according to Hyundai's proposed settlement. Those models include the Accent compact car, the hybrid version of the Sonata sedan and the Veloster small car.

Israel says it successfully tests new missile defense

JERUSALEM (Reuters) - Israel carried out a successful first test on Monday of its upgraded Arrow interceptor, which is designed to destroy in space the kind of missiles held by Iran and Syria, defense officials said.

The U.S.-backed Arrow III will deploy "kamikaze" satellites that track and slam into ballistic missiles above the earth's atmosphere, high enough to allow for any chemical, biological or nuclear warheads to disintegrate safely.

Monday's test was the first flight of the system, but did not involve the interception of any target. Israel deployed the previous version, Arrow II, more than a decade ago and says it has scored around a 90 percent success rate in live trials.

"Arrow II was 'Star Wars'. This is 'Distant-Star Wars'," Yoav Turgeman of state-run Israel Aerospace Industries (IAI), the system's manufacturer, told Army Radio.

Launched from a coastal air base south of Tel Aviv, the Arrow III interceptor missile maneuvered for 6 1/2 minutes over the Mediterranean sea, Israeli defense officials said. The test was attended by representatives of U.S. partner firm Boeing and the Pentagon.

"The success of the test is an important milestone in the operational capabilities of the State of Israel to be able to defend itself against threats in the region," Israel's Defence Ministry said in a statement.

A ministry official who briefed foreign reporters said the timing of the test, which took months to prepare and was postponed from mid-2012, was unrelated to current Israeli fears.

Topping these are Iran, whose disputed nuclear drive is the focus of international sanctions, and Syria, which has been wracked by a two-year-old civil war and whose arsenal is believed to include chemical warheads.

U.S. BACKING

Israel plans another Arrow III flight test followed by a simulated interception in space over the Mediterranean, the defense official said. Israeli officials previously predicted the new system would be deployed by 2014 or 2015, alongside Arrow II.

"Israel's hand is always outstretched in peace but we are also prepared for other eventualities. In this vein, I praise the successful test of the Arrow III," Prime Minister Benjamin Netanyahu said in a statement.

Arrow is the long-range segment in Israel's three-tier missile shield. This also includes the successfully deployed "Iron Dome", which targets short-range rockets and mortar bombs favored by Palestinian guerrillas in Gaza, and the mid-range "David's Sling", still under development. They can be deployed alongside U.S. counterpart systems like the Aegis.

Officials say that if Arrow failed to hit an incoming missile at high altitude, there would still be time to destroy it with other systems before it landed on its intended target.

The United States and Israel have been developing Arrow jointly since 1988. Washington says helping Israel develop the capability to shoot down missiles will help prevent wars in the Middle East.

In a statement, the Pentagon's Missile Defense Agency called Monday's launch "a major milestone" which "provides confidence in future Israeli capabilities to defeat the developing ballistic missile threat".

Boeing thinks other potential clients for the system may include India, Singapore and South Korea.

"As we prove out that technology, and show that it's not only affordable but effective, we think there will be additional global market opportunities for that capability," Dennis Muilenburg, chief executive of Boeing's defense, space and security arm, told Reuters last year.

The U.S. financial contribution to progressively improved versions of the Arrow system tops $1 billion, the Congressional Research Service said in a March 2012 report to lawmakers.

India launched seven satellites on Monday, including?the first spacecraft designed to hunt large space rocks.

A rocket carrying seven new satellites, including the first spacecraft designed to hunt huge asteroids and two of the world's smallest space telescopes, launched into space Monday (Feb. 25) from an Indian spaceport.

The Indian?Polar Satellite Launch Vehicle blasted off?at 7:31 a.m. EST (1231 GMT) from the Satish Dhawan Space Centre in Sriharikota, India, on a mission to deliver its muti-national payloads into Earth orbit.

Monday's rocket flight primarily aimed to launch the new ocean-monitoring SARAL satellite into orbit for the Indian Space Research Organisation and French Space Agency. The satellite is the first in a series of satellites created by ISRO to image the Earth, conduct space science, and carry out oceanic and atmospheric studies, ISRO officials said.

Several other payloads rode piggyback on the PSLV rocket, including the $25 million?Near-Earth Object Surveillance Satellite?(NEOSSat), a small spacecraft designed to seek out large asteroids in orbits that may stray near the Earth.

The suitcase-size satellite cannot track small space rocks like asteroid 2012 DA14, the 130-foot (40 meters) object that buzzed the Earth on Feb. 15, but scientists working with NEOSSat will use it to search for a specific types of asteroids that are at least 31 million miles (50 million kilometers) from Earth, mission scientist said. "NEOSSat will probably reduce the impact hazard from unknown large NEO?s [near-Earth objects] by a few percent over its lifetime, but is not designed to discover small?asteroids?near the Earth that may be on collision courses," NEOSSat co-principal investigator Alan Hildebrand of the University of Calgary wrote in a statement.

Two smaller nanosatellites developed in Canada also hitched a ride into orbit alongside SARAL and NEOSSat in what their builders have billed as the?world's smallest space telescope mission. The twin satellites make up the BRIght Target Explorer (BRITE) mission, which includes two tiny cubes, each just 8 inches (20 centimeters) across and weighing less than 15.5 pounds (7 kilograms). The satellites are expected to study the brightest stars in the night sky by measuring how their brightest changes over time.

The compact satellites were designed at the Space Flight Laboratory at the University of Toronto Institute for Aerospace Studies. One of the satellites was built at the laboratory while the other was assembled by a partner team in Austria, university officials said.

"As their name suggests, the BRITE satellites will focus on the brightest stars in the sky including those that make up prominent constellations like Orion the Hunter," university officials explained in a statement. "These stars are the same ones visible to the naked eye, even from city centers. Because very large telescopes mostly observe very faint objects, the brightest stars are also some of the most poorly studied stars."

The two BRITE?nanosatellites?are part of a planned constellation that is expected to eventually number six satellites in all once complete.

Another Canadian satellite was launched today as well. SAPPHIRE, Canada's first military satellite is a small spacecraft designed to monitor space debris and satellites within an orbit 3,728 to 24,855 miles (6,000 to 40,000 kilometers) above Earth. The satellite is expected to augment the U.S. military's existing Space Surveillance System.

"It is with great pleasure that I announce that Canada?s Sapphire satellite has been successfully launched," Defense Minister Peter MacKay said in a statement. "Sapphire is a sound investment that will help safeguard billions of dollars of space assets, in fields such as telecommunications, weather, search and rescue, and global positioning systems."

The other satellites launched on India's Polar Satellite Launch Vehicle Monday were a mixed bag of spacecraft and missions. They included:

AAUSAT3:?A small science satellite developed in Denmark and built by students from Aalborg University.

STRaND-1:?The first smartphone-powered satellite ever launched into space. ?The Android phone that functions as the satellite's brain will run four apps that will take photos from the satellite, test the Earth's magnetic field, monitor the health of the satellite, and allow people around the world to upload videos that will play in space on the phone.

Monday's Polar Satellite Launch Vehicle C20 mission is India's first rocket launch of 2013.

Four new species from the Steninae subfamily of the large family of rove beetles (Staphylinidae) have been discovered in the Ningxia Autonomous Region, China, as part of an exploration of the insect fauna of the Liupan Shan Natural Reserve, where a large number of specimens has been collected. The expedition also yielded 11 new records for the Ningxia province of previously described Steninae species. The study was published in the open access, peer reviewed journal Zookeys.

The Ningxia Autonomous Region is mainly known as a dry, desert-like land. The region of the Liupan Shan Natural Reserve, however, is part of the Liupan Shan mountains, also known as the green pearl on the Loess Plateau. The area is also regarded as a "Kingdom of Animals" for its great biological diversity.

The rove beetle family, Staphylinidae, is one of the most widely distributed beetle families in the world. However, the representatives of the Steninae subfamily are of particular interest. These fascinating beetles are known for their unique ability to glide on the surface of water.This special skill is made possible through evolutionary adjustment allowing the production of special gland secretions that reduce surface tension.

Out of the four newly described species two are from the genus Dianous, and as all representatives are experts in water gliding. The other two belong to the genus Stenus where this ability is only partly present. One of the species, Stenus liupanshanus lives in leaf litter and is therefore believed to not demonstrate the ability. However the other one, Stenus biwenxuani, was found on shore and is therefore considered to be a water glider.

Steninae are also specialist predators of small invertebrates such as collembola, which are frequently found in leaf litter. What is fascinating is the special hunting technique used by those beetles to catch their prey. Species in the genus Stenus can eject some of its mouth parts using blood pressure. The thin rod of the labium ends in a pair of pads with bristly hairs and hooks, called paraglossa, and between these hairs are small pores that exude an adhesive glue-like substance, which sticks to prey to secure a perfect catch and no escape.

Dr. Liang Tang from the Department of Biology, Shanghai Normal University, comments: "As far as the Steninae are concerned, Ningxia Autonomous Region is one of the most poorly explored regions, with merely two species being recorded until 2008. In the summer of 2008, a team surveyed the insect fauna of the Liupan Shan in southern Ningxia and collected a large number of Steninae. In this paper, we report the results of the study, which includes two new Stenus and two new Dianous species, and new province records for eleven Stenus species."

South Korea's new president demands North drop nuclear ambitions

SEOUL (Reuters) - South Korea's new president Park Geun-hye urged North Korea on Monday to abandon its nuclear ambitions, and to stop wasting its scarce resources on arms, less than two weeks after the country carried out its third nuclear test.

In her inauguration speech, the country's first female president, also called on South Koreans to help revive the nation's export-dependent economy whose trade is threatened by neighbouring Japan's weak yen policy.

Park, the 61-year-old daughter of South Korea's former military ruler Park Chung-hee, met with the father of North Korea's current ruler in 2002 and offered the impoverished and isolated neighbour aid and trade if it abandoned its nuclear programme.

"I urge North Korea to abandon its nuclear ambitions without delay and embark on the path to peace and shared development," Park said after being inaugurated on Monday.

Park, usually an austere and demure figure in her public appearances, wore an olive-drab military style jacket and lavender scarf on Monday and smiled broadly and waved enthusiastically as a 70,000 strong crowd cheered her.

Rap sensation Psy was one of the warm up acts on an early spring day outside the country's parliament and performed his "Gagnam Style" hit, but without some of the raunchier actions.

Park's tough stance was supported by the partisan and largely older crowd at her inauguration.

"I have trust in her as the first female president ... She has to be more aggressive on North Korea," said Jeong Byung-ok, 44, who was at the ceremony with her four-year-old daughter.

PARK FACES CHOICE: PAY OFF PYONGYANG OR ISOLATE NORTH

North Korea is ruled by 30-year-old Kim Jong-un, the third of his line to hold power in Pyongyang and the grandson of a man who tried to assassinate Park's father.

The North, which is facing further U.N. sanctions for its latest nuclear test, which was its biggest and most powerful to date, is unlikely to heed Park's call and there is little Seoul can do to influence its bellicose neighbour.

Park's choices boil down to paying off Pyongyang to abandon its nuclear weapons plan, which would cost hundreds of millions of dollars and failed in 2006 when the North exploded its first nuclear bomb. Alternatively, Seoul could try to further isolate the North, a move that resulted in the 2010 sinking of a South Korean ship and the shelling of a South Korean island.

Referring to the fast economic growth under her father's rule, which drove war-torn South Korea from poverty to the ranks of the world's richest nations, Park urged Koreans to re-create the spirit of the "Miracle on the Han".

Park wants to create new jobs, in a country where young people often complain of a lack of opportunities, and boost welfare, although she hasn't spelled out how she will do either.

Growth in South Korea has fallen sharply since the days of Park's father who oversaw periods of 10 percent plus economic expansion. The Bank of Korea expects the economy to grow just 2.8 percent this year and 2.8 percent in 2014.

Park also faces a challenge from a resurgent Japan whose exports have risen sharply after new Prime Minister Shinzo Abe embarked on a policy to weaken the yen currency.

The won has jumped five percent in 2013 against the yen after a 23 percent gain in 2012, boosting the competitiveness of Japanese exports of cars and electronics against the same goods that South Korean firms produce.

Park last week said she would take "pre-emptive" action on the weak yen, but has yet to specify what action she will take.

Washington's protracted budget stalemate could seriously undermine the economy and stall gains made since the recession, exasperated governors said Saturday as they tried to gauge the fallout from impending federal spending cuts.

At the annual National Governors Association meeting, both Democrat and Republican chief executives expressed pessimism that both sides could find a way to avoid the massive, automatic spending cuts set to begin March 1, pointing to the impasse as another crisis between the White House and Congress that hampers their ability to construct state spending plans and spooks local businesses from hiring.

Hawaii Gov. Neil Abercrombie, a former congressman, noted that the cuts ? known in Washington-speak as "the?sequester" ? could lead to 19,000 workers laid off at Pearl Harbor, site of the surprise attack in 1941 that launched the United States into World War II. Today, Joint Base Pearl Harbor-Hickam supports Air Force and Navy missions.

"That will undermine our capacity for readiness at Pearl Harbor. If that doesn't symbolize for the nation ... what happens when we fail to meet our responsibilities congressionally, I don't know what does," Abercrombie said.

The budget fight came as many states say they are on the cusp of an economic comeback from the financial upheaval in 2008 and 2009. States expect their general fund revenues this year to surpass the amounts collected before the Great Recession kicked in. An estimated $693 billion in revenues is expected for the 2013 budget year, nearly a 4 percent increase over the previous year.

"It's a damn shame," said Maryland Gov. Martin O'Malley, a Democrat. "We've actually had the fastest rate of jobs recovery of any state in our region. And this really threatens to hurt a lot of families in our state and kind of flat line our job growth for the next several months."

At their weekend meetings, governors were focusing on ways to boost job development and grow their state economies, measures to restrict gun violence and implement the new health care law approved during Obama's first term.

Some Republican governors have blocked the use of Medicaid to expand health insurance coverage for millions of uninsured while others have joined Democrats in a wholesale expansion as the law allows. The Medicaid expansion aims to cover about half of the 30 million uninsured people expected to eventually gain coverage under the health care overhaul.

Yet for many governors, the budget-cut fight remains front-and-center and fuels a pervasive sense of frustration with Washington.

"My feeling is I can't help what's going on in Washington," Gov. Terry Branstad, R-Iowa, said in an interview Saturday. "I can't help the fact that there's no leadership here, and it's all politics as usual and gridlock. But I can do something about the way we do things in the state of Iowa."

Indeed, right now no issue carries the same level of urgency as the budget impasse.

Congressional leaders have indicated a willingness to let the cuts take effect and stay in place for weeks, if not much longer.

The cuts would trim $85 billion in domestic and defense spending, leading to furloughs for hundreds of thousands of workers at the Transportation Department, Defense Department and elsewhere.

Defense Secretary Leon Panetta has said the cuts would harm the readiness of U.S. fighting forces.

The looming cuts were never supposed to happen. They were intended to be a draconian fallback intended to ensure a special deficit reduction committee would come up with $1 trillion or more in savings from benefit programs. It didn't.

"We should go back and remember that sequestration was originally designed by both the administration and Congress as something so odious, so repellent, that it would force both sides to a compromise. There can't be any question, this is something that nobody wants," said Colorado Gov. John Hickenlooper, a Democrat.

Obama has stepped up efforts to tell the public about the cuts' negative impact and pressure Republicans who oppose his approach of reducing deficits through a combination of targeted savings and tax increases. House Republicans have said reduced spending needs to be the focus and have rejected the president's fresh demand to include higher taxes as part of a compromise.

Governors said they are asking the Obama administration for more flexibility to deal with some of the potential cuts.

"We're just saying that as you identify federal cuts and savings, allow the states to be able to realize those savings, too," said Oklahoma Gov. Mary Fallin, a Republican and the association's vice chairwoman.

Sorry, Anne Hathaway -- the Oscars Made Us Like You Less

Sunday was the biggest night of Anne Hathaway's life, and she didn't let us forget it. For months, the actress gushed to any magazine or TV show that would listen about her Les Miserables performance: how she was inspired by her actress mother, how she starved herself and chopped off her hair to play the role, how she decided to sing "the truth" instead of "the pretty version" of "I Dreamed a Dream." It's a great story, and a great performance -- but as awards season has worn on, Hathaway's combination of gee-whiz enthusiasm and self-important actor-speak has gotten tiresome. With the Hathaway backlash in full force, the Academy Awards was her last chance to make a good impression.

The ultimate chimp challenge: Chimps do challenging puzzles for the fun of it

Feb. 23, 2013 ? A study, published by the Zoological Society of London (ZSL), shows that just like humans love getting stuck into a crossword, chimpanzees get the same feeling of satisfaction from completing tricky puzzles.

Scientists set up a challenge for six chimpanzees at ZSL Whipsnade Zoo using plumbing pipes from a DIY store. The challenge involved moving red dice through a network of pipes until they fell into an exit chamber. This could only be achieved by the chimps prodding sticks into holes in the pipes to change the direction of the dice. The same task was also carried out with Brazil nuts, but the exit chamber removed so that the nuts fell out as a tasty treat for the chimps.

The paper was published February 24 in the American Journal of Primatology.

ZSL researcher Fay Clark says: "We noticed that the chimps were keen to complete the puzzle regardless of whether or not they received a food reward. This strongly suggests they get similar feelings of satisfaction to humans who often complete brain games for a feel-good reward."

The adult family group of chimpanzees at ZSL Whipsnade Zoo consist of two females and four males, three of which are half-brothers: Phil, Grant and Elvis. This study allowed them to solve a novel cognitive problem in their normal social grouping, by choice. In addition, the chimpanzees were not trained on how to use the device.

"For chimps in the wild, this task is a little bit like foraging for insects or honey inside a tree stump or a termite mound; except more challenging because the dice do not stick to the tool," Fay added.

The challenge, which only cost about ?40 to make, was made more intricate by connecting many pipes together, and the level further increased by making pipes opaque so chimpanzees could only see the dice or nuts through small holes.

The chimps took part in the cognitive challenge as part of their normal daily routine and doing the brain teaser was completely voluntarily. As part of the Zoo's enrichment programme, they also receive tasty treats hidden in boxes, as well as pillows and blankets every night to make up their own beds. Chimps build their own nests every night in the wild, and this enrichment encourages the animals' natural behaviours.

This study suggests that like humans, chimpanzees are motivated to solve a puzzle when there is no food reward. They do so for the sake of the challenge itself. It also suggests that chimpanzee cognition can be measured on social groups under more naturalistic conditions.

When we add the generous 4, 600 mAh battery and the myriad of productivity options added by the S Pen stylus and the accompanying software, it seems that Samsung has nailed it in terms of specs as usual, so the only thing remaining is to get one for a review to check out the performance side as well.
