Supreme court rules that penalty in Obamacare is a tax ? socializing ...

Today, the US supreme court ruled that the Affordable Health Care Act -?which requires most people to purchase health insurance ? oversteps?the federal government?s?right to regulate interstate commerce.

However, in the opinion of the court, the penalty that enforces?the controversial??individual mandate? falls within the federal government?s constitutional?power over taxation.

In a surprising twist, the controversial mandate will draw its ligitimacy from the constitutional power to levy taxes which the?Congress has difficulty exercising over corporate profits?or personal income.

The Affordable Health Care Act is an alternative solution to the problem of providing universal access to health insurance that avoids the redistributive state-managed health insurance plans?which exist in other industrial nations.

Let?s push the political posturing aside and examine this law for what it does:?Under?Obamacare constitutional state power?is deployed in the service of a kind of?financialization.?The law?orders people to enter into a relationship with private corporations (insurance providers) spurring the formation of broadly inclusive markets for insurential products that will finance health products and services.

According to?the Rachel Maddow Show?the individual mandate?was originally?a?brainchild of the Republican party.? It was apparently adopted by Democrats as a gesture of bipartisanship.

(AP) ? A day after Rafael Nadal's stunning exit at Wimbledon, the only other men who have won the tournament since 2003 ? six-time champion Roger Federer and defending champion Novak Djokovic ? found themselves trailing far-less-accomplished opponents, too.

Here we go again?

Not quite.

Federer sure came close to following Nadal out the door, though. The owner of a record 16 major trophies, and a quarterfinalist or better at 32 consecutive Grand Slam tournaments, the third-seeded Federer dropped the first two sets against 29th-seeded Julien Benneteau of France, then was two points away from losing six times, before coming all the way back Friday to pull out a 4-6, 6-7 (3), 6-2, 7-6 (6), 6-1 victory in the third round.

"Oh, my God, it was brutal," Federer said. "The thing, when you're down two sets to love, is to stay calm, even though it's hard, because people are freaking out, people are worried for you. ... You don't have, obviously, many lives left out there. You just try to play tough and focus point for point. Sounds so boring, but it's the right thing to do out there."

He should know.

This was the eighth time in Federer's illustrious career that he overcame a two-set hole, including against 2009 U.S. Open champion Juan Martin del Potro in the French Open quarterfinals 3 1/2 weeks ago.

"Mentally, he's a rock. He's two sets down and he doesn't show anything. And after that, if your level is a little bit lower ? right here, right now, he takes the opportunity," said Benneteau, whose cramping thighs were massaged by a trainer during two final-set changeovers. "At the beginning of the third set, I was not as good as I was in the first two sets, and in 5 minutes, it's 4-0."

Actually, that took about 10 minutes. Still, it hardly was the last key moment. With Federer serving while down 6-5 in the fourth set, Benneteau hit a forehand winner to get to 15-30, putting him two points from the upset. Federer hit a forehand winner that made it 30-all, still two points away for Benneteau. The game had two deuces, too ? each one placing Benneteau that close again. But Federer held there, the crowd roaring with each point he won.

"I appreciate their support for so many years out here," Federer said. "Tonight was special."

In the tiebreaker, Federer was two points from being gone at 5-all, then 6-all. But on the latter, a nine-stroke exchange ended with Benneteau netting a backhand. That gave Federer his second set point ? he already had wasted three others in the second set ? and a powerful forehand forced a Benneteau forehand error. Federer jogged to his chair, showered with a standing ovation.

That was the beginning of the end for Benneteau, and it allowed Federer to avoid the sort of surprise that befell the second-seeded Nadal, whose five-set loss Thursday night to the 100th-ranked and previously unknown Lukas Rosol was still reverberating around the All England Club.

"You cannot take for granted anybody. You can't underestimate any opponent. I don't think Rafa did," said the top-seeded Djokovic, who faced Nadal in each of the previous four Grand Slam finals, winning at Wimbledon, the U.S. Open and the Australian Open, before losing at the French Open.

"It's Wimbledon. Everybody wants to come up with their best game, especially when you're playing one of the top players, one of the favorites," Djokovic added. "You have nothing to lose."

Like Federer and Nadal, Djokovic fell behind against someone he was expected to beat easily: The Serb ceded the first set, getting broken at love by No. 28 Radek Stepanek, Rosol's Davis Cup teammate for the Czech Republic. But quick as can be, Djokovic turned things around, breaking Stepanek to begin each of the next three sets for a 4-6, 6-2, 6-2, 6-2 victory that moved him closer to a semifinal showdown against Federer.

Once Djokovic had Stepanek's serve-and-volley style measured, the passing winners and shoetop-high returns started flowing. Talking about falling behind in the second set, Stepanek said: "Not a good move from my side, because once you get these top guys going, then it's tough to stop them."

Benneteau might have sounded the same lament. For quite a lengthy stretch, he played positively Rosol-esque tennis: hard serves and stinging groundstrokes directed at lines. No fear.

But Federer found an opening and barged through, saved in particular by this: He won 63 of the 80 points he served over the last three sets.

Both Djokovic ? who takes on unseeded Viktor Troicki in an all-Serbian matchup Monday ? and Federer ? who begins Week 2 by meeting 2002 Wimbledon semifinalist Xavier Malisse ? found it odd to be playing with Centre Court's retractable roof closed as a precaution, despite a blue sky overhead.

"That's a bit of getting used to. Indoor grass is not something we're quite familiar with," Federer said.

Here's what happened: A drizzle delayed the start of play Monday, so tournament officials decided to shut the roof. By the time it was closed, and Djokovic headed out to play, the sun was out.

"I was a little bit surprised, when I saw sunshine, that the roof is closed," Djokovic said. "Obviously, they're relying on a forecast that I don't think is very reliable here."

Among those moving into the fourth round on outdoor courts: Denis Istomin, the first player from Uzbekistan to make it that far at any Grand Slam tournament, No. 18 Richard Gasquet, No. 26 Mikhail Youzhny and No. 31 Florian Mayer. Unseeded American Sam Querrey, still working his way back up the rankings after right elbow surgery a year ago, finished off a suspended second-round match, eliminating No. 21 Milos Raonic of Canada 6-7 (3), 7-6 (7), 7-6 (8), 6-4.

Seeded women who won included No. 1 Maria Sharapova, No. 3 Agnieszka Radwanska, No. 8 Angelique Kerber and No. 15 Sabine Lisicki. Four-time major champion Kim Clijsters got through when No. 12 Vera Zvonareva, the 2010 Wimbledon runner-up, quit in the second set because of what she said was a respiratory infection, while 145th-ranked qualifier Camila Giorgi of Italy defeated No. 20 Nadia Petrova of Russia 6-3, 7-6 (6).

All rather ho-hum, really, when compared to Nadal's loss and Federer's near-loss.

Benneteau has zero tournament titles to Federer's 74, and only once has made it to a Grand Slam quarterfinal (which he lost, by the way, at the 2006 French Open). Ranked 32nd, Benneteau was attempting to become the first man outside No. 30 to beat Federer at a major tournament in more than nine years.

"He proved he is great. The greatest," Benneteau said. "Technically, physically, mentally, he was exceptional."

They've known each other since they were kids on the junior circuit, and Federer credited Benneteau with having played "a wonderful match, from start to finish. ... Could have ? or should have ? gotten me."

Rosol did get Nadal and instantly became something of a curiosity: A player no one had ever heard of before Thursday was a big deal on Friday.

His buddy Stepanek likened the brash Rosol's performance against Nadal to a gambler getting paid time after time at the roulette table.

"If you put a million on red yesterday, it was there every single time," Stepanek said. "He was just swinging, swinging, and, you know, it was very impressive."

A little more than 12 hours after pulling off as shocking a result as tennis has seen in years, Rosol was back in action, albeit under far different circumstances.

Instead of the tournament's 14,979-capacity main arena, Rosol was a short walk away at 318-seat Court 15. Instead of facing 11-time Grand Slam champion Nadal in singles, Rosol teamed with Mikhail Kukushkin of Kazakhstan against James Cerretani of the United States and Edouard Roger-Vasselin of France in a second-round doubles match between unseeded pairs.

Normally, a matchup like theirs might be watched by friends, family and some fans mainly interested in a place to sit. Given Rosol's newfound notoriety, though, the place was standing-room only; some spectators sought out spots at adjacent Court 14 and watched from there as Rosol and Kukushkin lost in five sets.

Now everyone will be eager to find out how Rosol fares Saturday in singles on Court 12 against No. 27 Philipp Kohlschreiber of Germany.

"I'm curious to see how he's going to play tomorrow. ... To me, he looked a little bit arrogant out there, so I wonder how he'll react in his next match, if he can stay grounded," Clijsters said. "You can beat Nadal, but if you lose the next round. ..."

Hitachi to enter 100W LED bulb market in Japan

Hitachi has announced that it will offer 100W-equivalent LED bulbs, joining companies such as Philips, GE, and Sylvania. (A typical 100W incandescent bulb has an output of about 1700 lm, for an efficacy of 17lm/W.) The company intends the bulb for sale only in Japan; It has not released what the actual lumen output is or its power consumption. Also, at 123mm long, the bulb is about 1cm longer than a 100W incandescent lamp, it can?t be used in outdoor applications, and is non-dimmable.

On the other hand, the light automatically lowers its light output and therefore temperature when the temperature or external humidity becomes too high, making it suitable for closed appliances or fixtures such as down lights. Many incandescent replacement lights, such as some CFLs, are not suitable for down lights because the enclosed environment causes overheating and early failures.

The light, designated theLDA15D-G, will be released in Japan on July 15 by Hitachi?s Appliances division.

Health law's key provisions, and when they begin | Health and Fitness


No matter who you are, the Affordable Care Act will affect you ? if it hasn?t already.

The 2010 bill had many popular consumer protections that took effect that year. The law closes the dreaded ?doughnut hole? for seniors? drug expenses over several years. And it will implement the individual mandate and the big coverage expansions for the uninsured in 2014.

Below is a summary of the law?s key provisions and their implementation years, from the Kaiser Family Foundation and the U.S. Department of Health and Human Services.

Effective in 2010

Dependent coverage: Children can stay on their parents? policies up to age 26. As of June 2012, 3.1 million young adults had gained insurance ? a 75 percent rise in the proportion of insured adults ages 19 through 25.

Preventive benefits: New health plans must provide, without cost-sharing, certain preventive health services including vaccinations, mammograms, prenatal care, and contraception. By February 2012, about 54 million Americans had received preventive care under the law ? and religious groups had filed lawsuits challenging the birth-control benefits.

Lifetime limits: Health plans can?t put lifetime dollar limits on coverage.

Preexisting conditions: People who can?t get health insurance because of continuing health problems could be covered by Preexisting Condition Insurance Plans (PCIP), a transitional program that will expire when insurance exchanges are available in 2014. As of April 2012, 67,000 people had enrolled in PCIPs, including more than 5,000 Pennsylvanians and about 900 in New Jersey.

Small-business tax credits: Employers with up to 25 employees, each earning less than $50,000, began getting tax credits for providing health insurance to workers. In 2014, the credits will rise to 50 percent of employer costs if coverage is bought through an insurance exchange.

Indoor tanning: A 10 percent tax was imposed on tanning services.

Medicare prescription drugs: Medicare recipients began receiving annual rebates or discounts on prescription drugs that ultimately will close the ?doughnut hole? coverage gap. As of June 2012, more than 5.2 million seniors and disabled people had received checks and discounts worth $3.7 billion.

Effective 2011

80/20 rebates: Insurers must spend at least 80 percent of consumers? premium dollars on medical care, and no more than 20 percent on administrative costs ? or give customers a rebate for the difference. As of June 2012, 12.8 million Americans, including 576,000 Pennsylvanians, got $1.1 billion in rebates; the average per family was $151.

Medicare Preventive benefits: Co-pays and other cost-sharing are eliminated for Medicare-covered preventive services such as colon cancer screening.

Income-related premiums: Medicare recipients whose incomes exceed a certain threshold must pay higher premiums.

Effective 2012

Pharma Industry: Drugmakers pay new fees in January to help fund the law.

Hospital readmissions: Beginning in October, Medicare payments will be cut to hospitals with excessive, preventable readmissions.

Effective 2013

Medicare tax increase: The tax rate on wages for Medicare hospital coverage rises from 1.45 percent to 2.35 percent on earnings over $200,000 for individuals and $250,000 for married couples.

Effective 2014

Individual mandate: Most citizens must be covered or pay a phased-in tax penalty.

Insurance exchanges: These online sites to buy insurance must be established by Jan. 1. Track your state at statehealthfacts.org.

Curbs on insurers: Annual coverage limits are prohibited, and insurance must be renewable regardless of health status.

Employer penalty: Employers with more than 50 employees who do not offer health coverage will be assessed a per-worker fee. ? Marie McCullough

It is possible in some situations to avoid probate through the use of a trust and therefore avoid the risk of a long drawn out and expensive legal battle. A trust is used when property is held by one or more persons for the benefit of one or more other persons known as beneficiaries. The holder may be a separate trustee or a beneficiary. A trust is commonly used when there are minor children as heirs; although it could be used for other purposes. Other considerations to avoid possible negative tax impacts on you real estate include lifetime gifts and gifts made while you are still alive.

In some cases you may find that charitable gift contributions are a good way to go because you can take advantage of immediate tax savings as well as future tax savings. Under some circumstances you may be able to avoid the capital gains tax you would accrue if you sold a property as well as take an income tax charitable deduction for the property?s full market value when you use it to make an outright gift. Since the property will be removed from you estate, this will also provide future tax savings. Some individuals also choose to plan for their real estate by generating income through a charitable remainder in order to receive income either for life or during a specified term of years.

If you own real estate it is critical that you take care of it with carefully crafted estate planning early on. This can help you to anticipate economic changes without being hit with severe economic impacts later on.

Minister for Finance presents Budget Bill in the National Council

The Honorable Minister for Finance presented the National Budget & Appropriation Bill for the Financial Year 2012-2013 in the National Council, today. In his presentation, he said that the budget had been prepared keeping in mind the resources available, keeping fiscal deficits within reasonable limits and considering the shortage of Indian Rupee in the economy. He reported that the total resources for the Financial Year 2012-2013 was projected at Nu. 31,891.042? million comprising of domestic revenue of Nu. 21,157.457 million and external grant of Nu. 10,691 million.

He also presented the Operational Resources of the Budget for the Financial Year 2010-2011, Supplementary Budget Appropriation Bill for the Financial Year 2011-2012 and Tax Revision Bill 2012. Introducing the Tax Revision Bill, he said that a green tax of 40% for the luxurious vehicle with engine capacities of 1,800 cc and above was proposed to control import of vehicles in the country. To control the outflow and the overall import volume, a green tax of 5% was proposed for levy on petrol, diesel, lubricants, kerosene and LPG. A 10% levy was proposed for refrigerators, freezers and air conditioners for the sake of the environment and economy. Other taxes included excise duty and sales tax on alcohol and tax revision on other items like silk fabric, furniture and power chainsaw to reduce demand for imports and thus help control the foreign exchange outflows.? ?

After the presentation, the House deliberated and endorsed the Operational Resources of the Budget for the Financial Year 2010-11 and Supplementary Budget Appropriation Bill for the Financial Year 2011-12. The National Council will continue deliberations on the Tax Revision Bill and Budget Estimates for the Financial Year 2012-13 on 2nd July 2012.

The Perfect Homebuilder | Mark Eberwine | a mySA.com blog

Most everyone who has bought a home knows that there is no such thing as a perfect home.

Anyone who has gone through the home building process knows that even when the homebuilder is put under much scrutiny, mistakes get made.

I recently inspected a home that is just about to have the insulation and the drywall installed. This recent inspection prompted this article.

Known as a ?pre-cover? or ?pre-drywall? inspection, it is the most opportune time to discover defects with the framing and plumbing, wiring, and hvac systems, as well as issues with the exterior flashing and claddings.

What is fascinating is how different builders react to news that they have defects in their product, defects that need to be corrected prior to the insulation and drywall installation.

There are builders that will spend more time arguing about why the defect is not a defect, than it takes to correct the defect.

This particular builder spent time downplaying the inspection findings. What this accomplished was putting their homebuyer in a state of distress.

Their buyer, my client, had seen firsthand all the defects during the inspection. Their buyer had already seen the sagging roof, the wobbly walls, and the unlevel flooring. They didn?t need to be told anything by the builder other than ?we?ll correct the defects?.

What eventually happened is that the builder hired an engineer that ended up telling them they needed to correct the defects I had discovered and reported.

This brings me to the point of this article.

In spite of the fact that many homebuilders have a reputation as corrupt and inept. There are a number of homebuilders that take pride in their products, make an effort to improve the quality of their homes, and have a genuine concern for their clients.

If you are considering building a new home there are a multitude of things that can go wrong.

The first mistake people make is shopping homebuilders based primarily on price. The ?low-bid? homebuilder has fooled many a homebuyer. Buyers often believe that a builder who bids a construction project at a much higher price is ?making too much money?.

Bill Clinton Crashes Irish Wedding And Takes Pictures With Happy Couple

Bill Clinton is an affable dude. With the energetic, good-natured spirit of a college freshman and the intelligence of a Rhodes Scholar, the sixty-five-year-old former president has spent the eleven plus years since he left office playing a ton of golf, touring the world, hanging out with his wife and being the star attraction whenever he goes. Back in May, he posed for a giddy photograph alongside two porn stars, and now, he?s been pictured next to a recently married couple at their Irish wedding reception.

Clinton was at the Castlemartyr Resort in Ireland to attend a gala for an Irish-American philanthropy group. Pat Howard and his new wife Kelly Seamans were there to get married. The newlyweds reportedly mingled around the property for a bit during their wedding reception when they noticed the former president coming toward them. Like a champ, he simply walked up, introduced himself, hung out and posed for the most memorable picture of their lives. You can take a look at the shot below courtesy of Phillip Daly Photography?

According to The Independent, both Howard and Seamans were thrilled to meet Clinton. She?s an American but moved to Ireland from Minneapolis to attend University College Cork. Her new husband was born in Europe, but he?s apparently long admired Clinton for making Ireland a priority. One would imagine they now think even more of him.

There?s no word on whether Clinton raided the food after the picture was taken, but if the situation is later adapted into an SNL sketch, you can be sure he will.

Google unveils Nexus 7 tablet, Android 4.1 and more

Google I/O, the search engine giant's annual developer conference is taking place in San Francisco, California this week. The show kicked off with a keynote event, and I was there to report live about all the things Google unveiled.

The fun?started around 9:30 a.m. PT/12:30 p.m. ET with?Google's vice president of engineering,?Vic Gundotra, stepping on stage to start things off.?He thanked everyone for being here and asked us to shut off our wireless hotspots, in order to keep everything running smoothly.

Hugo Barra, Google's?director of product management, took the stage almost right after that, to talk about some Android milestones. He explained that Android has seen over 400 million device activations. He added that over one million new Android devices are activated every day. (That's about 12 Android devices every second.)

Android Jelly Bean
The Google team didn't wait long to introduce folks to Jelly Bean aka Android 4.1.

Almost right away, the folks in attendance were ooh-ing and aah-ing as we saw how easily widgets can be rearranged in Jelly Bean, with everything resizing itself automatically to fit on the screen more neatly. But things got really loud in the conference center as we were shown that Jelly Bean will offer offline voice typing. (No more worrying about lousy reception affecting your handsfree typing.)

Other neat Jelly Bean features include the ability to quickly?swipe back to photos you've just taken, the option to pair devices with a tap (via NFC) to share photos and video, and?notifications?which can be expanded (so that you can view your inbox without actually leaving the notification screen, for example).

"It's like they're reinventing Siri," a fella near me muttered, to no one in particular, as Jelly Bean's Knowledge Graph integration was shown off. The feature allows your Android device to answer questions ??such as "which movies did Angelina Jolie star in?" ? or take certain commands, which involve searches, such as "show me?photos of tiny monkeys."

A tool called "Google Now" learns from your habits, your location and your calendar to offer you information you might need. For example, if you are in an area you don't usually travel through, Google Now might suggest some restaurants. If you happen to be at home and traffic conditions are bad, you might be offered alternate directions. The more you use Google Now, the smarter and more?useful?it should get.

Google Android 4.1 is expected to roll out to some devices in mid-July. (More on Jelly Bean's features?here.)

Google Play
There are more than 600,000 apps in Google Play and Google has seen over 20 billion Android app installs, we were told.

So what's new?

Well, developers will now be able to offer Smart App Updates, to devices on Gingerbread and above. This means that users will only have to download changed parts of an app, rather than re-downloading the whole thing every time there's an update.

Google Play will now also offer movies and television shows for purchase, along with magazines. Google has partnered with various studios and publishers to offer this content.

Nexus 7
Looks like the rumors were true. Google's got a shiny new tablet, called the Nexus 7.?It has a 1280 x 800 HD display, a Tegra 3 processor, a 12-core GPU,?a front-facing camera, and more. It will run Google Android 4.1.

Google's team emphasized content consumption when it comes to Nexus 7. This tablet is "made for Google Play," we were told.

The Nexus 7 will start at $199 (this price will include a handful of movies and some magazines). The tablet can be ordered now and will start shipping mid-July.

Considering that Google Play will now include?significantly?more media, that the Nexus 7 hardware is pretty darn solid sounding, and that the price is right ... I'd say that Amazon's Kindle Fire has some strong competition to deal with now.

Nexus Q
The Nexus Q is described as?the "first ever?social streaming device."?It streams your media from the cloud and allows multiple people to sync up their playlists and queue up songs by using tablets or smartphones. The device?? which somehow resembles a Death Star ? will be priced at $299 and start shipping mid-July.

If everyone relied on a Nexus Q, parties could become hilarious as folks battle for control of the tunes by tapping their respective?gadgets.

Google+
Google+ is turning one-year-old tomorrow and Google appears to be pretty proud of its social network. Over 250 million people have activated Google+ accounts and there are apparently over 150 million active users on the network. Half of those users sign into Google+ daily, we're told. Curiously enough more people are using Google+ on their mobile devices, rather than on their desktops.

So it's no surprise that Google is releasing a version of Google+ for tablets. An Android version will roll out today, and an iPad version will come soon.

There will also be some updates to Google+ itself, such as the addition of Events, Party Mode, and more. In essence, it will encourage folks to?collaborate?before, during, and after events.

Google Glass
The Google+ presentation was abruptly interrupted by Sergey Brin himself, who promised us a demo which could go wrong in a lot of ways. It turns out that a team of skydivers equipped with Google Glass was above the Moscone Center, where the Google I/O is taking place.?

We watched them, through a Google Hangout, as they jumped onto the building's roof, handed a package ? containing a pair of Google Glass ... err, glasses???off to a team of bikers. Those folks jumped over obstacles and passed the package over to some folks who scaled down the building, to the third floor, where another team of bikers waited to take the cargo over to Brin. Whew! Once all the excitement died down, we were told that the latest prototype of Google Glass weighs less than a pair of sunglasses?? and that there will be a variety of designs, not just the cyborg-like frames we initially saw.

In theory, you should be able to wear these glasses at any time, to capture a first-person view of everything you do.

You want it, now we know when, and how we can get it. Just announced at Google I/O, Android 4.1 Jelly Bean will be arriving in mid-July. 

First to get it -- not all that surprisingly -- will be the Samsung Galaxy Nexus, Samsung Nexus S and the Motorola Xoom. The open-source code for Jelly Bean will also drop at the same time. Thats next month folks!

A genetic study of thousands of specimens of sharks and rays has uncovered scores of potential new species and is fuelling biologists? debates over the organisation of the family tree of these animals. The work also raises the possibility that some species are even more endangered than previously thought.

Sharks and rays are key predators in marine ecosystems, but the life cycles and population numbers of many species remain poorly understood. The family tree of these animals ? which are part of the elasmobranch subclass ? has proved similarly opaque, with little agreement among researchers over their evolutionary relationships.

Gavin Naylor, a biologist at the College of Charleston in South Carolina, and his colleagues sequenced samples from 4,283 specimens of sharks and rays as part of a major effort to fill the gaps. The team found 574 species, of which 79 are potentially new, they report in the Bulletin of the American Museum of Natural History.

Naylor says that he was ?flabbergasted? by the result, especially because the sequencing covered only around half of the roughly 1,200 species thought to exist worldwide.

The huge number of new species found raises immediate conservation concerns ? the reason that some of these purported new species have gone undetected is probably their close resemblance to already-identified species. The populations of such species may, therefore, be even smaller than estimated, as what was thought to be one population may instead be several smaller populations of separate species.

For example, Naylor?s work suggests that the endangered scalloped hammerhead (Sphyrna lewini) is actually two separate species. ?Scalloped hammerheads in general have taken a huge hit, so it may be even worse than has been documented if there?s more than one species out there,? he says.

Naylor is now working on a project with the US National Science Foundation to catalogue the diversity of sharks and rays and is working to assist the International Union for Conservation of Nature to map which species are where in the world.

?This will have an impact on what is considered endangered and the fragility of different organisms,? he says. ?These are sentinel species of all sorts of other organisms in the sea which are probably undergoing similar or worse kinds of impacts.?

Circling the answer
One of Naylor?s collaborators, William White, an ichthyologist at the Australian Commonwealth Scientific and Industrial Research Organisation in Hobart, says that their work also highlights some of the problems with the use of genetic information in zoology.

The increasing use of molecular techniques provides a new means to scrutinize the relationship between sharks and rays, he says. But it also shows that some of the existing ideas about their relationships are problematic. ?Part of the problem is some researchers mining data blindly without a good understanding of where that data has come from in the first place and presuming the names are correct which in many cases they are not.?

White and Naylor stress that molecular techniques are only of one many available tools and should be combined with conventional taxonomic work.

Ximena V?lez-Zuazo is a biologist at the University of Puerto Rico in San Juan and the lead author of a 2011 paper2 that Naylor says suffers from some of the flaws that stem from relying solely on molecular information. Though she strongly defends her group's work, she agrees that shark phylogeny is still a work in progress.
