    WASHINGTON (AP) ? Republican Rep. Steven LaTourette, a nine-term lawmaker and a close confidant of House Speaker John Boehner, will not seek another term, congressional officials said Monday.

    The Ohio congressman was expected to make a formal announcement Tuesday at his district office in Painesville. His spokeswoman Deborah Setliff had no further comment about the news conference.

    The officials spoke on condition of anonymity because they were not authorized to publicly discuss the congressman's plans.

    The Columbus Dispatch, which first reported the news, said LaTourette decided to retire over a dispute with leadership on committee assignments.

    LaTourette was elected to Congress during the GOP wave in 1994 when the party seized control of the House after decades in the minority. He is a member of the House Appropriations Committee.

    His retirement comes just three months before the congressional elections. The cutoff date for the party to put a Republican candidate on the ballot is Aug. 8. LaTourette could announce his intention to retire but delay official notification until then. That would allow the GOP to avoid a special election and choose a replacement candidate.

    LaTourette won the district with 65 percent of the vote in 2010. The northeast Ohio district near Cleveland narrowly went for John McCain in 2008.

    LaTourette joins more than three dozen House members who have decided not to seek another term or pursue another office. Forty-three Republicans and Democrats have decided to leave the House, and nine lawmakers have lost in primaries.

    Rebels in Aleppo 'will be defeated': Syria FM

    Rebels fighting government forces in Syria's commercial capital Aleppo "will definitely be defeated," Syrian Foreign Minister Walid al-Muallem said on an unannounced visit to key ally Iran on Sunday.

    "We believe that all the anti-Syrian forces have gathered in Aleppo to fight the government... and they will definitely be defeated," he told a joint news conference in Tehran with Foreign Minister Ali Akbar Salehi.

    His assertion came as Syrian troops, backed by air power and tanks, pushed on in the second day of an assault on the northern city of Aleppo, sparking international fears of a humanitarian catastrophe.

    Salehi warned that, if the Syria conflict worsened and the regime of President Bashar al-Assad fell, the consequences "would engulf the region and eventually the whole world."

    He added that "it's naive and illusory to think that, if a (power) vacuum opens up in Syria and the government changes, a new government could be easily established."

    He urged Syria's neighbours to think hard about the situation, otherwise "everyone will lose," and said Assad needed more time to carry out promised reforms.

    Syria and Iran accuse several countries in the region, notably Saudi Arabia, Qatar and Turkey, of aiding the rebels in their fight against Assad's forces, with direction from the United States and in support of Israeli goals.

    "Syria is the target of a global plot whose agents are the countries in the region," Muallem said.

    "The reality is that, for a month now, there has been a propaganda war waged by the United States, Europe and certain Arab countries," he said.

    He added that "the terrorists who entered (Syria) through Turkey are of Libyan, Tunisian and Egyptian nationalities. Those who came from Iraq and have been arrested are members of Al-Qaeda."

    The Syrian foreign minister, whose visit to Tehran was unscheduled, was to speak with several Iranian officials about the situation in his country, according to the foreign ministry.

    After Salehi, he was to see Saeed Jalili, head of Iran's supreme national defence council and a close aide to supreme leader Ayatollah Ali Khamenei, as well as parliament speaker Ali Larijani.

    Iran is the staunchest ally of the Syrian regime. It has provided humanitarian aid and diplomatic backing but denies reports that it has also given military support.

    Apple, Samsung take patent fight to crucial California trial

    SAN FRANCISCO (Reuters) - Apple Inc and Samsung Electronics Co Ltd take their battle for mobile supremacy to court on Monday in one of the biggest-ever technology patent trials, a case with the potential to reshape a fast-evolving market they now dominate.

    The tech titans will lock horns in a federal courtroom in San Jose, California, just miles from Apple's headquarters. The stakes are high, with Samsung facing potential U.S. sales bans of its Galaxy smartphones and tablet computers, and Apple in a pivotal test of its worldwide patent litigation strategy. Both sides are seeking financial damages from the other.

    Samsung has rapidly overtaken Apple, creator of the iPhone and iPad, and Nokia to become the world's largest smartphone maker. Together, Apple and Samsung account for more than half of smartphone sales globally.

    Apple sued Samsung last year in San Jose, claiming its smartphones and tablets slavishly copied the iPhone and iPad. The South Korean company countersued. Since then, the two have expanded their fight to courtrooms in nearly a dozen other countries.

    At this trial, Apple is seeking at least $2.53 billion in damages, though U.S. District Judge Lucy Koh could triple that figure if she finds Samsung willfully infringed Apple's patents.

    The dispute has reached deep into the tech sector, with companies including Microsoft Corp, IBM Corp, Nokia and Research in Motion Ltd filing court papers this week to try to keep their own patent licensing agreements from being disclosed during the trial.

    A loss for Samsung could lead to permanent sales bans against products including the flagship Galaxy S III phone, said Nick Rodelli, a lawyer and adviser to institutional investors for CFRA Research in Maryland. While the S III is not at issue in the trial, if Apple prevails the company could later ask Koh to block sales of that product.

    Upward of 20 percent of Samsung's global consolidated profit could be affected if it loses this case, he said.

    "Samsung is a big company with operations all over the world, but this is actually a needle-mover for them on the bottom line," Rodelli said.

    Apple will try to use Samsung documents to show its rival knowingly violated the iPhone maker's intellectual property rights, while Samsung argues Apple is trying to stifle competition to maintain "exorbitant" profit.

    In a statement Friday, Samsung said Apple has been "free-riding" on its technology "while using excessive legal claims against our products in their attempt to limit consumer choice and discourage innovation."

    An Apple spokesman reiterated the company's previous statement that it wasn't a coincidence Samsung's latest products looked a lot like the iPhone and iPad, and that Samsung blatantly copied its products.

    A loss for Apple could be significant, not only if it were ordered to pay financial damages but also because of the competitive threats. That is because the Galaxy S III is a better phone than the latest iPhone 4S, said Michael Yoshikami, chief executive of Destination Wealth Management.

    "Apple is all about slowing Samsung down," said Yoshikami, whose fund holds Apple shares. "Apple will try to buy time until iPhone 5 launches," which is expected in October.

    Apple shipped 26 million iPhones in the quarter ended in June, fewer than in the previous quarter and well below the 28 million to 29 million that Wall Street had predicted.

    Samsung is estimated to have increased sales to around 50 million smartphones. That helped the South Korean giant to report a record quarterly profit of $5.9 billion on Friday.

    FINANCIAL DATA COMES TO LIGHT

    In the past few days, the companies have supplied some detailed financial data in court filings, such as a disclosure on Thursday that Apple's gross margins for its iPads are about half of those for the iPhones. The information was included in newly unsealed papers and was not previously known, giving Wall Street a rare glimpse into Apple's financial breakdown for specific products.

    The companies had initially sought to keep many documents from public view, but Judge Koh rejected the bulk of the requests on July 17. Her order came hours after Reuters filed court papers opposing the companies' efforts to seal the documents.

    The lawyers on both sides are well known: Apple is represented by law firm Morrison & Foerster, which led Oracle Corp's patent case against Google Inc earlier this year over the Android operating system. Samsung, whose products run on Android, hired lawyers from Quinn Emanuel Urquhart & Sullivan, which also represents Google and which led Yahoo Inc's short-lived patent lawsuit against Facebook this year.

    A 10-member jury will hear evidence over at least four weeks, and it must reach a unanimous decision for Apple or Samsung to prevail on any of their claims.

    Apple says Samsung violated four of its design patents, which cover the look and feel of its products. It also says Samsung has infringed three patents for technology such as how the phone distinguishes between scroll and multi-touch gestures.

    Meanwhile, Samsung says Apple violated patents on mobile communications systems, as well as features like taking a photo on a phone and seamlessly emailing it.

    In a last-ditch attempt to avoid a trial, Apple Chief Executive Tim Cook and Samsung Vice Chairman Choi Gee-sung participated in a mediation on July 16. But a settlement prior to trial is unlikely, sources have told Reuters.

    It has been tough going so far for Samsung in the case. Koh halted U.S. sales of the Galaxy Tab 10.1, giving Apple a significant early win. This was followed by a pretrial ban on the Galaxy Nexus phone. Samsung has appealed both orders.

    The stakes for Apple are also high due to competitive threats from other Asian phone makers such as China's Huawei Technologies Co Ltd, Rodelli said.

    "It's arguably the most commercially and doctrinally significant U.S. patent case in the modern era," he said.

    The case in U.S. District Court, Northern District of California, is Apple Inc v. Samsung Electronics Co Ltd et al, 11-1846.

    Abstract

    American resistance to accepting evolution is uniquely high among First World countries. This is due largely to the extreme religiosity of the United States, which is much higher than that of comparably advanced nations, and to the resistance of many?religious?people to the facts and supposed implications of evolution. The prevalence of?religious?belief in the United States suggests that outreach by scientists alone will not have a huge effect in increasing the acceptance of evolution, nor will the strategy of trying to convince the faithful that evolution is compatible with their religion. Because creationism is a symptom of religion, another strategy to promote evolution involves loosening the grip of faith on America. This is easier said than done, for recent sociological surveys show that religion is highly correlated with the dysfunctionality of a society, and various measures of societal health show that the United States is one of the most socially dysfunctional First World countries. Widespread acceptance of evolution in America, then, may have to await profound social change.

    Cautious consumers, foreign trade curb second-quarter growth

    WASHINGTON (Reuters) - Economic growth slowed in the second quarter as consumers spent at their slowest pace in a year, increasing pressure on the Federal Reserve to do more to bolster the recovery.

    Gross domestic product expanded at a 1.5 percent annual rate between April and June, the weakest pace of growth since the third quarter of 2011, the Commerce Department said on Friday.

    First-quarter growth was revised up by a tenth of a percent to a 2.0 percent pace.

    Details of the report were weak, with foreign trade being a drag and stocks of unsold goods rising. That, together with signs that activity slowed further early in the third quarter strengthens the argument for the Fed to offer the economy additional stimulus at its September meeting.

    "The economy has lost altitude and flying pretty close to stall speed. Monetary policy is the only game in town and additional easing is highly likely," said Sung Won Sohn, an economics professor at California State University Channel Islands in Camarillo, California.

    The ailing economy could cost President Barack Obama a second term in office when Americans vote in November. Obama's approval rating on his handling of the economy is slipping.

    An Ipsos/Thomson Reuters poll published last week showed 36 percent of registered voters believe Republican candidate Mitt Romney has a better plan for the economy, compared to 31 percent who had faith in Obama's policies.

    The economy's expansion following the 2007-09 recession is the slowest since the 1980-81 period and the recession itself was the deepest in the post-war period.

    FED MAY KEEP POWDER DRY

    No major policy announcement is expected at the Fed's two-day meeting next week, but many economists now say the central bank could launch a third round of bond purchases, also known as quantitative easing, when policymakers gather on September 12-13.

    The U.S. central bank has already injected $2.3 trillion into the economy through asset purchases and overnight interest rates are near zero.

    But not all economists believe the Fed will pump more money into the economy in September, arguing that the slowdown in growth was not that alarming. They said the Fed would want to save its limited arsenal for a real crisis.

    "The Fed will pull the trigger on QE3 if the sense is we are getting into trouble, but if we are just weak and somewhat limping forward, they will prefer to stay pat," said Adolfo Laurenti, a senior economist at Mesirow Financial in Chicago.

    "They do not want to use whatever ammunition they have left too soon, they want to keep some just because things might get even worse later on."

    The economy has been hit by worries of deep government spending cuts and higher taxes scheduled to kick in at the start of 2013, as well as troubles from the debt crisis in Europe.

    The biggest factor weighing on the recovery is fear that politicians in Washington will be unable to avoid the so-called fiscal cliff at the turn of the year, economists said. Third-quarter growth is forecast at a rate between 1 and 1.5 percent.

    Stocks on Wall Street rose on expectations of further monetary stimulus. However, Treasury debt prices fell as the GDP report was in line with economists' expectations. The dollar rose against the yen.

    CONSUMERS HUNKER DOWN

    Much of the slowdown in growth in the second quarter was caused by a softening in consumer spending as Americans eased off on automobile purchases due to tepid job and income growth.

    Consumer spending, which makes up about 70 percent of U.S. economic activity, increased at a 1.5 percent rate, a step down from the 2.4 percent pace logged in the previous three months.

    Consumer spending was the weakest in a year. Much of that reflected a drop in outlays for long-lasting goods such as automobiles, which had buoyed consumption in the prior period.

    Ford Motor Co this week said that because of cooling demand it now expected industry wide U.S. auto sales to be at the lower end of its forecast of 14.5 million to 15 million vehicles, including medium- and heavy-trucks.

    The outlook for spending is not promising. Worries over jobs and income pushed consumer sentiment to its lowest level in a year in July, a second report showed. The Thomson Reuters/University of Michigan's consumer sentiment index fell to 72.3 this month from 73.2 in June.

    Employment growth averaged 75,000 jobs a month in the second quarter, compared to an average monthly increase of 226,000 in the first three months of the year.

    The unemployment rate was 8.2 percent in June. The economy needs to grow at a rate of between 2 percent and 2.5 percent just to keep the unemployment rate stable.

    Wary of the economic outlook, Americans pocketed money from falling gasoline prices in the second quarter, pushing the saving rate up its the highest level in a year.

    INVENTORY LIQUIDATION LOOMING

    While business inventories contributed nearly a third of a percentage point to GDP growth, slowing domestic demand means businesses could find themselves with unwanted stock. That would be drag on third quarter growth.

    Excluding inventories, GDP rose at a 1.2 percent rate, the weakest pace since the first quarter of 2011. In the first quarter, the comparable figure was 2.4 percent.

    "The inventory build was larger than we thought, I think that's going to come at the expense of growth this quarter," said Ryan Sweet, a senior economist at Moody's Analytics in West Chester Pennsylvania.

    "You take in the drought, and I think that's going to hurt farm inventories. It's getting more and more difficult to identify a spark for the economy."

    Export growth pushed higher, despite slowing demand in Europe and China, but it was offset by a strong rise in imports. Trade subtracted almost a third of a percentage point from GDP growth.

    Government spending contracted for an eighth straight quarter, but the pace of decline slowed. Defense spending fell marginally after two quarters of hefty declines.

    Weak demand muzzled inflation pressures during the quarter. A price index for personal spending rose at a 0.7 percent rate, the lowest rate since the second quarter of 2010, after rising 2.5 percent in the first quarter.

    A core measure that strips out food and energy costs advanced at a 1.8 percent rate, moderating from 2.2 percent in the prior quarter.

    'The Obesity Olympics': Marketing junk food to kids | MinnPost

    Somehow I doubt that the athletes competing in the London Olympics trained on a diet that included regular servings of McDonald?s Happy Meals, Coca-Cola soft drinks and Cadbury?s chocolate bars.

    But that?s what our children may think as they?re bombarded with ads from these three official Olympic food sponsors over the next two weeks. For, as a public health official told a BBC news reporter earlier this year, research suggests that children perceive junk food to be less unhealthy when it?s associated with sporting events.

    And the food manufacturers know this. Cadbury?s (the games? official ?treat? sponsor) has called the Olympics ?the biggest sales opportunity of our lifetime.? That?s not hyperbole. Cadbury?s pre-games Willy-Wonka-like ?Unwrap Gold? promotion was the most successful in the company?s history.

    Coca-Cola also had huge pre-game success with its sponsorship of the Olympic torch relay celebration that (literally) ran throughout England for weeks. The company?s logo was constantly visible at these family-oriented events, and Coca-Cola promotional products and samples were handed out to children as well as adults by people in tracksuits along the relay route. (Marketing junk food directly to children is normally banned in Britain.)

    McDonald's has celebrated the Olympic spirit by building its largest-ever restaurant (seating capacity: 1,500). The company expects to sell 50,000 Big Macs, 100,000 servings of french fries and 30,000 milkshakes during the 29 days of the Olympics and its companion event, the Paralympics.

    ?The Obesity Olympics?

    Earlier this week, the London-based Children?s Food Campaign (CFC) released a scathing report called ?The Obesity Olympics? that takes the International Olympics Committee (IOC) to task for permitting junk-food manufacturers to continue to sponsor the Games.

    ?Even before a medal has been won, McDonald?s, Coca-Cola and Cadbury?s are already big winners of the Games,? write the authors of the report. ?Their sponsorship buys them unchallenged prominence and it gives them a particularly valuable association with athleticism and success. They want people either to forget that their flagship brands are high in calories, sugar and fat, or believe instead that consuming such food and drink is part of a healthy, and ?winning? formula. The increased emphasis these companies place on ?obesity-offsetting? ? funding sports equipment and exercise schemes ? is also part of their drive to convince us that they are trying to be a positive force for the nation?s health.?

    You?d have to do a lot of ?offsetting? to counter the calories in the flagship junk-food products sold by McDonald?s, Coca-Cola and Cadbury, the report points out. To burn off the calories in a meal that includes a Big Mac and a medium-sized Coca-Cola, you?d need to bicycle for 110 minutes, for example. And to undo the calories in a Cadbury?s Dairy Milk chocolate bar, you?d need to swim laps for 30 minutes.

    ?The Olympics have become a celebration of 'big,'? a CFC official told the Guardian. ?For the junk food companies who sponsor the Games, that means big restaurants, big audiences, big brand value, big profits. But for children that could also mean bigger waistlines and bigger health problems later in life."

    A cynical strategy

    IOC president Jacques Rogge acknowledged this summer that there might be a ?question mark? over the suitability of having fast-food manufacturers sponsor the Olympics. But that didn?t keep the IOC from letting McDonald?s and Coca-Cola sign up for another two rounds of the Games.

    ?What we now see coming to fruition in London2012,? write the authors of the CFC report, ?is a cynical money-before-health strategy that values pounds in the pocket, but ignores the pounds of fat in our already obese society, contradicts medical advice and undermines parents? best efforts to encourage their children to eat healthily.

    ?Members of the International Olympic Committee must hold up their hands and recognise that they bear some responsibility,? the report adds. ?Ultimately though, it is up to all of us ? whether spectators, armchair fans or Olympic refuseniks ? to make a stand against the double standards which see companies making fat profits out of a sporting event at the expense of the health of our children and young people. If we do so, London2012 could yet have a more positive legacy: as the start of a successful movement to change the way the Games, and other major sporting events, select their sponsors and expect them to behave.?

    Don?t hold your breath.

    Countering the message

    Parents will need to make an extra effort this Olympics to point out to their children that athletes don?t become top competitors by eating nutrient-poor and calorie-laden burgers, soft drinks and chocolate bars, no matter what the TV ads suggest. In fact, not eating such foods is what makes them more competitive.

    Take the example of Ryan Lochte, the 27-year-old American swimmer who is likely to win several medals in London. He overhauled his diet after not performing as well as he hoped in the 2008 Olympics.?

    Before, his typical breakfast was often ?two or three McDonald?s egg McMuffins, some hashbrowns and maybe a chicken sandwich,? he told People magazine?s Kristen Mascia. And he?d down a whole bag of chips before each practice. Now, however, Lochte starts his day with scrambled eggs, fruit and oatmeal, and eats salads or healthy wraps for lunch and dinner. His new diet has made him much fitter, he told Mascia.

    That?s a great message for our children ? and one no Olympics sponsor will be promoting.

    Google: Didn't delete Street View data after all

    LONDON (AP) ? After being caught spying on people across Europe and Australia with its Wi-Fi-slurping Street View cars, Google had told angry regulators that it would delete the ill-gotten data.

    Google broke its promise.

    Britain's Information Commissioner's Office (ICO) received a letter from Google in which the company admits it kept a "small portion" of the electronic information it had been meant to get rid of.

    "Google apologizes for this error," Peter Fleischer, Google's global privacy counsel, said in the letter, which the ICO published on its website.

    The ICO said in a statement that Google Inc. had agreed to delete all that data nearly two years ago, adding that its failure to do so "is cause for concern."

    Other regulators were less diplomatic, with Ireland's deputy commissioner for data protection, Gary Davis, calling Google's failure "clearly unacceptable." Davis said his organization had conveyed its "deep unhappiness" to Google and wants answers by Wednesday.

    Google said that other countries affected included France, Belgium, the Netherlands, Norway, Sweden, Finland, Switzerland, Austria and Australia. Attempts to reach regulators in several of those countries weren't immediately successful Friday.

    Google angered officials on both sides of the Atlantic in 2010 when it acknowledged that its mapping cars, which carried cameras across the globe to create three-dimensional maps of the world's streets, had also scooped up passwords and other data being transmitted over unsecured wireless networks. Investigators have since revealed that the intercepted data included private information including legal, medical and pornographic material.

    The Mountain View, California-based company had been meant to purge the data, and Google chalked up its mistake to human error.

    The company said it recently discovered the data while undertaking a comprehensive manual review of Street View disks. The company said it had contacted regulators in all of the countries where it had promised to delete data but realized it had not.

    Fleischer's letter asks Britain's ICO for instructions on how to proceed; the ICO told Google that it must turn over the data immediately so it can undergo forensic analysis.

    Friday's disclosure comes just over a month after the ICO reopened its investigation into Google's Street View, saying that an inquiry by authorities in the United States raised new doubts about the disputed program.

    In April, the U.S. Federal Communications Commission fined Google, saying the company "deliberately impeded and delayed" its investigation into Street View.

    It's unclear what, if any, penalties would be imposed on Google by Britain's ICO or regulators in any of the 10 other jurisdictions in which the company had wrongly retained Street View data.

    "We need to take a look at the data... There's all sorts of questions we need to ask," an ICO spokesman said, speaking on condition of anonymity because office rules prohibit him from being named in print.

    The ICO has the power to impose fines of up to 500,000 pounds (roughly $780,000) for the most serious data breaches, although penalties are generally far less severe and can involve injunctions or reprimands.
